According to the latest project listing by Renewables Finland, nearly 26 gigawatts (GW) of utility-scale solar power are planned in Finland. In total, more than 300 solar power projects are under development. The number of projects has increased rapidly and is already approaching the number of onshore wind projects, highlighting the strong potential of domestic solar power.
Renewables Finland’s project statistics show that Finland has excellent potential for utility-scale solar power. Altogether, there are 306 solar power projects at different stages of development, with a combined capacity of approximately 25.9 GW and a total land area of around 30,000 hectares.
There are six projects under construction (412 MW) and 67 permitted projects (3,580 MW). Most projects are currently in the zoning and environmental impact assessment phase, which creates strong potential for the rapid implementation of a large number of projects as investment decisions move forward.
Solar power is still a young sector in Finland, but it is growing rapidly. At the same time, the industry is already facing structural bottlenecks at an early stage, which may slow down the realization of investments.
“One of the key factors in improving the market-based outlook of the sector is the level of property taxation. Finland’s property tax model is fundamentally functional and fair: the tax revenue is allocated to the municipality where the power plant is located, supporting local vitality. Aligning the property tax level for solar power with that of onshore wind would be a concrete step toward strengthening the stability of the investment environment and supporting the profitable growth of the sector. This would enable more solar projects to be realized and increase vitality and well-being in municipalities,” says Klaara Tapper, advocacy manager at Renewables Finland.
By region, the highest number of solar power projects is in South Ostrobothnia, with 27 projects. Satakunta and North Ostrobothnia each have 26 projects, Southwest Finland has 25, and Uusimaa has 22.
At the municipal level, the highest number of solar projects is in Mikkeli, Kankaanpää and Kokemäki, with six projects each. Alajärvi, Loviisa and Hausjärvi each have five projects. The largest projects are located in Kauhajoki (942 MW), Kouvola (900 MW) and Lappeenranta (854 MW).
